401.xx Pavement Smoothness.          The final pavement surface shall be evaluated for smoothness using a Class I or Class II profiler as defined by ASTM E950(94). Smoothness measurements will be expressed in terms of the International Roughness Index (IRI) as defined by the World Bank, in units of meters/kilometer (inches/mile).

 

Lot Size.          Lot size for smoothness will be 1000 lane-meters (5000 lane-feet). A sublot will consist of 200 lane-meters (1000 lane-feet). One sublot per lot will be tested for smoothness. Partial lots will be included in the previous lot if less than one-half the size of a normal lot; if greater than one-half the normal lot size, it will be tested as a separate lot.

 

Testing.           Testing will be performed by the Department as soon as possible following completion of the surface pavement. Sublot locations will be determined randomly by the Engineer. Sections to be excluded from testing include the following:

                                   

                                    Bridge decks and joints (no smoothness measurements will be taken within 50 meters (150 feet) of bridge joints)

                                    Acceleration and deceleration lanes

                                    Shoulders and ramps

                                    Side streets and roads

 

            Immediately prior to testing, the Contractor shall sweep the pavement to remove all foreign debris. The Contractor will provide the necessary traffic control to protect Department personnel performing the smoothness measurements.

 

            Where practical, the pavement striping will be used as a reference line while performing smoothness measurements. Where this is not possible, the Contractor shall provide reference lines on the pavement as directed by the Engineer. Each sublot shall have two measurements made in each wheelpath. The average of the four measurements will determine the smoothness for that lot.

Computation of Smoothness Pay Adjustment:

           

            PA = (PF-1.0)(Q)(P)

             where:

            Q = Quantity of surface course for the project (excluding shoulders, side streets, bridge decks, ramps, acceleration and deceleration lanes)

            PF = Average smoothness pay factor for the project

            P = Contract unit price for surface pavement

            PA = pay adjustment

 

            No negative pay factors or remedial action will be enforced in 1999.

 

Unacceptable Work.  In the event that any lot is found to have an IRI value exceeding the rejection limit, the Contractor shall take whatever remedial action is required to correct the pavement surface in that lot at no additional expense to the Department. Such remedial action may incude but is not limited to removal and replacement of the unacceptable pavement. In the event remedial action is necessary, the Contractor shall submit a written plan to the Engineer outlining the scope of the remedial work. This plan must be approved by the Engineer before the remedial work can begin. Following remedial work, the lot shall be retested, and will be subject to the specification limits listed above. The resulting pay factor, if within the acceptable range, will be used in the final pay adjustment calculation for the project.

 

            Localized surface tolerance defects will be subject to the provisions outlined in section 401.111 Surface Tolerances.
