SURFACE SMOOTHNESS REQUIREMENTS FOR ITEMS 451, 452 & 453

 

Description: The surface tolerance requirements for all 451, 452, and 453 concrete pavements on the mainline or collector-distributor roads, and greater than one mile in centerline length, shall conform to this specification. The requirements of Item 451, 452 or 453 shall apply for all concrete pavement work in this contract, except those requirements hereinafter superseded for mainline and collector/distributor lane pavement. Concrete pavement for ramps, acceleration and deceleration lanes, shoulders, approach slabs and bridge decks are not considered mainline pavement. Any testing of the plastic concrete pavement surface to control surface smoothness shall be the responsibility of the Contractor.


General: The Contractor shall have the responsibility to provide and utilize materials, equipment, and methods he deems necessary to obtain the smoothness requirements specified herein. Materials are intended to include any material the Contractor determines necessary to provide the desired grade line for fixed forms or the slip form method.


Materials and Equipment: Initial approval and project verification per Supplement 1058.


Rideabillity Requirements: The requirements of 451.12 Surface Smoothness are deleted for mainline and collector/distributor lane pavement and the following requirements shall apply. The riding surface shall meet a Profile Index as specified herein. The profile requirement will terminate 25 feet from each bridge approach slab, pressure relief joint, or existing pavement which is adjacent to the new pavement.


During the initial paving operation, the pavement surface will be tested with the profilograph as soon as the concrete has cured sufficiently to allow testing. The purpose of the initial testing is to aid the Contractor in evaluating the paving methods and equipment. Surface smoothness requirements provided herein shall apply to pavement placed during this initial paving operation. Subsequent to the initial testing, daily profiles of each day's paving shall be run the next working day.


The Contractor shall test the pavement surface in the presence of the Engineer in the wheelpaths with the profilograph and develop a Profile Index Trace in accordance with California Test 526, 1978, on file in the Office of Contracts. The Contractor shall present to the Engineer the profile trace for evaluation. The wheelpaths will be located parallel to the centerline of the pavement and approximately three feet measured transversely, inside all lane edges. The alignment of the profilograph with reference to the pavement edge is to be maintained at all times. All objects on the surface of the pavement, including curing covers if used, shall be removed by the Contractor prior to the profilograph measurements. Curing covers, if used, shall be properly replaced by the Contractor after the measurements are taken. Membrane curing damaged during the testing operation shall be repaired by the Contractor. Necessary traffic control and survey stationing for initial measurements or any subsequent measurements shall also be provided by the Contractor.


Must Grind Requirements All areas represented by high points having deviations in excess of 0.3 inch in 25 feet or less shall be removed by the Contractor using approved diamond impregnated grinding equipment or by removing and replacing the pavement as directed by the Engineer. The grinding equipment shall be a power driven, self-propelled machine specifically designed to smooth and texture concrete pavement. The equipment shall be of a shape and dimension that does not encroach on traffic movement outside of the work area and shall be capable of grinding the surface without causing spalls at cracks, joints, or other locations. Corrective work shall be done at the Contractor's expense. Deviations in excess of 0.3 inch will be determined from the profilograph in accordance with California Test 526, 1978.


After removing all individual deviations in excess of 0.3 inch, as stated above, additional correction shall be performed if necessary to achieve the required ride quality. All corrective work shall be completed prior to determination of pavement thickness.


Corrective Work: Where corrective grinding is done, the transverse grooves shall be re-established to the dimensions specified in 451.09 using diamond impregnated grooving equipment by and at the Contractor's expense.


Method of Measurement: An average Profile Index will be determined for each 0.10 mile section of paving. If an average Profile Index in excess of 12 inches occurs in any 0.10 mile section, corrective action shall be taken by the Contractor. Corrective action shall also be taken by the Contractor to reduce the Profile Index on subsequent placement. On those pavement sections where corrections are performed, a second profilograph run will be made to verify that corrections have produced an average Profile Index of 12 inches per mile or less per 0.10 mile section.


For the purposes of determining pavement sections where pay adjustments will be necessary, the pavement will be evaluated in 0.10 mile sections, for each lane width.


Pay Adjustments: When the profile index is greater than 5 inches but does not exceed 7 inches per mile per 0.1 mile section, payment will be made at the Contract unit price for the completed pavement. When the profile index exceeds 7 inches per mile per 0.1 mile section but does not exceed 12 inches per mile per 0.1 mile section, the Contractor may accept a Contract unit adjusted price in lieu of reducing the profile index. When the profile index is less than or equal to 5 inches per mile, the Contractor is entitled to an incentive payment. Contract unit price adjustments will be made using the following schedule when the Contractor is entitled to incentive payments or elects to accept contract unit price adjustments in lieu of reducing the profile index:

Pay adjustment for incentives will only be based on the initial measured profile index before any corrective work. The price adjustment schedule for 100 percent pay or pay reductions applies to pavement sections where corrective work has been completed.


The unit bid price adjustment will apply to the total area of the 0.10 mile long section for the lane width represented by the profile (usually 12 feet wide).


No payment will be made for any pavement which has an average Profile Index in excess of 12 inches per mile per 0.10 mile section until corrective work has been completed by the Contractor and the pavement reprofiled to verify the average Profile Index has been reduced to 12 inches per mile per 0.10 mile section or less.


Basis of Payment: Cost of furnishing and maintaining the equipment, all necessary supplies, transportation to and on the project site, and storage as required, shall be included in the contract unit price for Item 451, 452, or 453, as per plan.
