Delete Sections 00745.70 and 00745.75 of the Supplemental Standard Specifications and substitute the following.
Finishing
00745.70 Pavement Smoothness - Construct the pavement wearing surface of travel lanes
to a finish which does not deviate from longitudinal and transverse smoothness
more than the specified limits set forth in Section 00745.73.
Perform smoothness testing under the supervision of the Engineer with equipment furnished and operated by the Contractor at the Contractor’s expense. Complete all required smoothness testing after finish rolling and prior to allowing traffic on the new mat. If the Contractor elects, the smoothness testing may be delayed a maximum of one day after being placed. If this option is selected, the Contractor accepts the risks that the smoothness may be altered to some extent by exposure to traffic.
00745.72 Smoothness
Testing Equipment – The Contractor will supply all equipment and
supplies for determining smoothness.
(a)
Straightedge - Provide two 3.6 m straightedges.
(b) Profiling
Device – Provide one of the following profiling devices as selected by the
Contractor.
(1) Profilograph -
Provide a California Type Profilograph computerized or not computerized,
complete with recorder, for determining the profile index of the pavement
according to ODOT TM 770.
Provide a profilograph on the project that is calibrated, in good working condition, and ready for operation prior to beginning construction of HMAC wearing course. Provide competent and experienced operator(s) for the equipment.
(2) Profilometer -
Provide a profiling device that employs an accelerometer established
inertial profiling reference and a laser height sensing instrument to produce a
true profile of the pavement surface.
The device must be capable of reporting elevations with a resolution of
0.1 mm or finer at an interval of 150 mm or less. The unit must also be able to generate the equivalent California
Type Profilograph plot and values according to ODOT TM 770 as well as the
locations and heights of bumps and dips as required in this specification.
Provide a
profilometer on the project that is calibrated, in good working condition, and
ready for operation prior to beginning construction of HMAC wearing
course. Provide competent and experienced
operator(s) for the equipment.
NOTE TO CONTRACTORS:
ODOT is in the process of evaluating its smoothness specifications. The result of the evaluation may be the
selection of a smoothness measurement other than Profile Index (PI). Contractors should be aware that the
selection of a measurement other than PI would result in the elimination of the
California Type Profilograph as an option for a profiling device. Profilometers are capable of generating all
of the smoothness measurement indexes being evaluated.
00745.73 Smoothness
Testing and Surface Tolerances –
Test the wearing course according to the following.
(a) General - Test the wearing course with the selected
profiling device and provide a profilogram trace according to ODOT TM 770.
Before paving commences on the project, demonstrate the California Type
Profilograph operation by conducting a calibration test according to
ODOT TM 770 and running the machine twice over a 200 m section
of pavement with repeating results.
Before paving commences on the project, perform horizontal and vertical
calibrations of the profilometer according to the manufacturers recommendations
and run the machine twice over a 200 m section of pavement with repeating
results. After paving commences on the
project, perform horizontal and vertical calibration checks at the frequency
recommended by the manufacturer.
(1) Graphic Profile Tolerance
(GPT) ‑ The pavement shall
have a profile index of 110 mm/km or less for the right hand wheelpath of
the travel lane in each 200 m segment or partial segment, and shall have
no individual deviation of 7 mm or more.
Bonus payment for smoothness will be made according to 00745.96.
(2) Daily GPT ‑ If the average profile index exceeds 110 mm/km for all segments and partial segments of pavement constructed in any day's production, discontinue paving. Paving will not be allowed to resume until the Contractor makes appropriate operational adjustments to correct the smoothness problem.
(b) Surface Test –
(1) Transverse - Test with the
3.6 m straightedge perpendicular to the centerline, as directed. The pavement surface shall not vary by more
than 6 mm.
(2) Longitudinal - Run the profiling device over traffic lanes for the full length of the project and 15 m beyond the project ends to provide a complete graphic profile.
Obtain profiles on the pavement surface in the right hand wheelpath of the travel lane along a line parallel to centerline. Take the profile on transition areas of entrance and exit ramps, as close to the right hand wheelpath of the through travel lane as practical.
Start the profiles that represent a day's production 15 m before the beginning of that day's production and stop 15 m before the end of that day's production.
Run the profiles for each day's production after finish rolling and prior to allowing traffic on the new mat. The daily GPT profiles shall initially be analyzed by the Contractor according to 00745.73(c), and the profiles and results given to the Engineer within 24 hours of the conclusion of the day's production.
In addition, when a profilometer is used, provide an electronic copy of all raw profile data files for the project on floppy disk to the Engineer at the conclusion of the project. This data will be used for smoothness specification research purposes.
(c) Determination Of The Profile Index:
(1) General ‑
Determine the profile index of pavement in 200 m segments and partial
segments. Segments shall begin 4 m
into the project and run consecutively in either the direction of travel or
HMAC placement, as determined by the Engineer.
A segment will end as a partial segment and a new segment will begin
when the segment sequence is interrupted by stage construction or by profiled
areas excluded from the GPT smoothness requirements.
The following profiled areas of pavement are excluded from the GPT smoothness requirements:
• Profiles extending beyond the project ends.
• Bridge decks and bridge panels.
• First and last 4 m at the project ends
and bridge end panels.
• Pavement on horizontal curves with radii
less than 300 m.
·
Ramps and auxiliary lanes.
Include and analyze separately those areas in the profile charts, that are not subject to the GPT smoothness profile index requirements. Areas excluded from longitudinal profile measurement shall meet the straightedge requirements of Section 00745.73(b)(1).
(2) Method of Analysis ‑ Determine the profile index
and individual deviations of 7 mm or more by analyzing the profile charts
according to ODOT TM 770 and provide the profile charts and results to the
Engineer for review.
(3) Profile Index ‑ The profile index is the mm/km
in excess of the 5 mm blanking band reported to the nearest whole
number. The formula for converting
counts to profile index is:

(d) Utility Appurtenances ‑ If
the Contractor is required to construct or adjust utility appurtenances, such
as manhole covers and valve boxes, the tolerances stated in 00745.73(b)(1)
above apply. These tolerances do not apply at utility appurtenances adjusted by
others.
00745.75 Correction
of Pavement Roughness – Should testing described in 00745.73 show the pavement does not conform
to the prescribed limits of deviation, the following shall apply:
(a) Failure To Meet Straightedge Requirements: ‑ If the requirements of
00745.73 are not met, correct according to 00745.75(b) and retest.
(b) Failure To Meet Graphic Profile Requirements ‑ Correct any segment or partial
segment that exceeds the requirements of 00745.73(a) by one of the methods
listed below to the specified limits except correct individual deviations of
7 mm or more at least to the edge of the blanking band:
·
Remove and
replace the wearing surface lift.
Removal and replacement is required when the Profile Index is greater
than or equal to 176 mm/km.
·
Profile with abrasive grinder(s),
equipped with a cutting head comprised of multiple diamond blades to a maximum depth of 7 mm and apply an emulsion fog seal
as directed..
Retest the entire length according to 00745.73 of all segments requiring
corrective work with the profiling device by the Contractor under the
supervision of the Engineer. Perform
all corrective work and graphic profiling at the Contractor's expense,
including traffic control.
(c) Time Limit - Complete correction of
all surface roughness within 14 calendar days following notification, unless
otherwise directed.
Add the
following.
00745.96 Smoothness Price Adjustment
- No separate or additional
payment will be made for smoothness testing as it will be paid for as part of
the work under this Section.
(a)
General - A price adjustment based on the results of
the Profile Index (PI) will be made for each 200 m segment or partial segment
of HMAC requiring PI measurement according to Section 00745.73. The price adjustment made will be applied to
all wearing course material placed in the travel lane(s) subject to PI
measurement. The price adjustment will
also apply to material placed outside the travel lane subject to PI measurement
if these areas are placed in the same “pull” as the material placed in the
travel lane.
The price
adjustment will be applied to the contract unit price for pay items (a) and (c)
of Section 00745.90 for the quantity of material described above in accordance
with the following table. Section
00745.96(b) will apply when corrective action is taken by the Contractor and
the corrected areas are remeasured according to Section 00745.75.

(b) Adjustments

adjustments set forth in 00745.96(a) except that no bonus will be paid for any
retested sections with a PI of 110 mm/km or less. Segments or partial segments with one or more individual
deviations of 7 mm or more prior to corrective work will not be eligible for
bonus payment.
